It is mostly these new users that are being 'trapped'. There will always be a group ripe for exploitation and these criminals are fully aware of this and use it to their advantage. It's like using a gun for the first time...if you took gun safety first you will be in much better shape. Some people that are older maybe don't feel they need gun safety will be vulnerable to injury. The same is true on the Internet. Those who never learn the basic do's and don't's are vulnerable to injury. People are always capable of making bad choices. You have to realize that they are new users to the Internet EVERY DAY. Sheesh, ANY email asking for such information should be deleted and/or reported (i.e., to the company whose name is being used, which in this case is Comcast).
